I may have just been very lucky ;-)
The IC21 problem (as far as I can tell) is a defect in manufacturing.
The solder does not flow between the pin and the pad of the chip.
The following pictures are of my BR-8 after the fix.
The first image shows a piece of the shielding I removed with a dremel and a cutting wheel.

This is a closer shot of the Chip(a bit out of focus)

In this picture you can see the pins on the chip. The longer pins are the ones connecting to pads.
You will be able to see copper(goldish) where you would expect to see solder(silver).

I took a small soldering iron and carefully went over the pins until the solder flowed back onto the pad,
I DID NOT use any solder.
These pins are tiny little bastards and any extra solder would have turned the BR-8 into a paper weight.
This worked great for me, I have not noticed and noise from the removal of the shielding,
and the unit works like new again.
